As we reflect on the IEEE Photonics Society’s 60th Anniversary, it’s important to look back at the key moments that shaped the field of quantum electronics, which today plays an integral role in advancing photonics technologies. Many of the defining moments in this journey occurred in the mid-1960s, marking the inception of a dedicated platform for quantum electronics research and its subsequent development into one of the most influential areas in photonics.
Introducing Quantum Electronics to the IEEE Community
In 1964, Glen Wade, the editor of the prestigious IEEE Transactions on Electron Devices, made a bold move that would influence the future of quantum electronics. Wade, an esteemed figure in the electronics and engineering communities, had a deep understanding of the emerging fields of electronics and photonics. Under his leadership, he recognized that quantum electronics was quickly gaining significance and deserved a dedicated focus within the journal, which had long served as a forum for cutting-edge research in electron devices. His vision to highlight the field in this widely respected journal brought much-needed attention to a subject that was on the cusp of major technological breakthroughs.


In his role as editor, Wade worked alongside Eugene Gordon, an IEEE Fellow and renowned physicist. Gordon, whose work spanned areas of solid-state physics and optics, was appointed as the Associate Editor for the Special Issue on Quantum Electronics. Gordon had extensive experience in the theoretical and practical aspects of quantum mechanics, which made him an ideal leader for this new focus area. He is a recipient of the 1984 IEEE Edison Medal. His deep understanding of the intersection between quantum theory and electronic devices positioned him as a leading advocate for the incorporation of quantum-based principles into the world of electronic engineering. Together, Wade and Gordon’s collaboration was instrumental in solidifying quantum electronics as a significant area of interest and research within the IEEE community.
The Formation of the IEEE Journal of Quantum Electronics
By 1965, the Special Issue on Quantum Electronics had grown in scope and influence. It became the first issue of the IEEE Journal of Quantum Electronics (JQE), a publication (also celebrating 60 years) that would go on to become one of the leading sources for research in quantum optics, lasers, and other light-based technologies. The Journal was co-sponsored by the Electron Devices Group and the Microwave Theory and Techniques Group, highlighting the interdisciplinary nature of quantum electronics during its early years.

While the IEEE Photonics Society now fully manages and sponsors JQE, the initial collaboration between these groups laid the groundwork for the establishment of the Quantum Electronics Council (QEC). This governing body played a crucial role in bringing together the expanding community of researchers and professionals in quantum electronics, serving as the first precursor to what would become the IEEE Photonics Society.
The Rise of CLEO, QEAS & LEOS
The QEC’s influence soon extended beyond just publications. In 1967, the Council held its first technical meeting in June, which would lay the groundwork for one of the most prominent events in the field of photonics today—CLEO (Conference on Lasers and Electro-Optics). CLEO, which continues to serve as a vital meeting point for professionals in quantum electronics, laser science, and optical technologies, draws researchers from around the world to discuss cutting-edge advancements and breakthroughs. What began as a small technical meeting has now evolved into a major international conference that fosters collaboration and drives innovation in the photonics community.
In 1977, the Quantum Electronics Council (QEC) transitioned into the IEEE Quantum Electronics and Applications Society (QEAS). By 1985 and 1986, QEAS evolved further into the IEEE Lasers and Electro-Optics Society (LEOS), experiencing substantial growth in membership. Conferences like CLEO also saw significant expansion, with editions of the event now taking place in regions such as Asia/Pacific and Europe, reflecting the global reach and influence of the Society.

Looking Back, Moving Forward
The founding of the IEEE Journal of Quantum Electronics and the creation of the Quantum Electronics Council in the mid-1960s were landmark developments that played a crucial role in establishing quantum electronics as a key area of research within IEEE. These initiatives not only provided a platform for the dissemination of groundbreaking research but also fostered a collaborative environment that nurtured innovation across a wide range of fields. The impact of these early efforts can still be seen today in the continuous advancements in laser technology, fiber optics, quantum computing, and telecommunications.
