IEEE has recently announced a groundbreaking unlimited read and publish open access agreement with Coordenacao de Aperfeicoamento de Pessoal de Nivel Superior (CAPES), a federal agency within the Brazilian Ministry of Education. This new three-year partnership aims to provide Brazilian researchers with expanded opportunities to publish their work through open access, making their research instantly accessible and free for readers around the world.
Under this agreement, all researchers from 163 participating Brazilian institutions can now publish open access articles in over 200 of IEEE’s leading peer-reviewed journals and magazines. This new arrangement aligns with CAPES’ mission to ensure that the work of Brazilian researchers is freely available to the global academic community. With this agreement, the costs associated with both accessing subscription-based content and the article processing charges (APCs) for open access publishing are covered by the license fees paid by CAPES consortium members, making the process more streamlined and convenient for authors.
Key Benefits for Members
Researchers from participating Brazilian institutions now have the right to publish articles in all of IEEE’s hybrid and fully open access journals. This means that any articles accepted for publication will be made instantly available and free to read by the general public, ensuring that their research reaches a wide and global audience. This initiative helps to increase visibility and impact for Brazilian researchers, aligning with CAPES’ goal of making scientific work accessible to all.
In addition to open access publishing rights, members of the agreement also gain full read access to IEEE’s peer-reviewed journals. They will be able to explore papers from approximately 2,000 annual technology-focused conferences, as well as IEEE standards available through the IEEE Xplore® Digital Library. With over six million documents and more than 250,000 new additions each year, IEEE Xplore provides an extensive repository of knowledge from across various engineering and technology disciplines, supporting the growth of research and development.
Andréa Vieira, General Coordinator of the Periodical Portal at CAPES, expressed the agency’s excitement about the partnership: “CAPES and the Portal de Periódicos are working hard to offer Brazilian researchers the opportunity to publish in renowned journals at no cost. In this sense, the agreement between CAPES and IEEE will favor the advancement of open access and the expansion of scientific production in Brazil at no cost to researchers at eligible Brazilian institutions. We believe in this successful partnership!”
Karen Hawkins, Chief Marketing Officer at IEEE, also emphasized the significance of the agreement: “IEEE is enthusiastic about this agreement with the CAPES’ research community, which will provide Brazilian scholars with a wide array of open access publishing options across our highly cited portfolio of journals. The aim of this transformative agreement is to streamline open access publication for Brazilian authors, reinforcing IEEE’s commitment to share the work of leading researchers with the global research community to further scientific and engineering progress.”
A Commitment to Open Access and Global Collaboration
This new agreement is a significant step forward in IEEE’s ongoing efforts to expand open access publishing and support global scientific collaboration. Over the years, IEEE has launched several new fully open access titles in cutting-edge fields such as privacy, telecommunications, biomedical engineering, machine learning, and nanotechnology.
As part of IEEE’s commitment to advancing research and innovation worldwide, the open access program also includes partnerships with over 500 institutions globally. These collaborations help ensure that researchers and institutions have the support they need to publish their work and access a wealth of scholarly resources without financial barriers.
