Vincent Houtsma is a member of the leadership team of the Fixed Networks Research Department at Nokia Bell Labs in Murray Hill, NJ USA. He received his M.Sc. in Physics (1995) and Ph.D. degree in Electrical Engineering (2000) from the University of Twente, Enschede, The Netherlands.

He is the lead engineer of a team which researched and has developed several early PON system demonstrations. His research resulted in many top scored, invited and post deadline publications as well as the standardization of various generations of PONs.
His current research focuses on physical layer aspects of optical access networks, and he has been an active member of ITU-T and IEEE standardization for PON. For this he received the IEEE award for outstanding contributions to P802.3ca 50G-EPON Physical Layer Specifications and Management Parameters for 25 Gb/s and 50 Gb/s Passive Optical Networks.

He is an associate editor of the Journal of Optical Communications and Networking (JOCN) and has been a guest editor for a special issue of IEEE Journal of Lightwave Technology on DSP in Next-Generation Optical Access Networks. He is a member of IEEE and Optica.
